I am from Vancouver myself and worked many years on the downtown east side. Reading your post reminded me of my work down there. I worked very closely with some social housing clients and coordinators. I know it can be stressful moving from a very structured culture regarding what you can offer clientele to a service model. In my experience, there are so many factors when changing the culture to consider. Have thought of creating a roadmap? In my job whenever we change something, we prepare what we call a roadmap. It\u2019s like the first draft of potential steps you would take to go about changing\u00a0policy\u00a0or procedure. We use roadmaps as our preplanning phase.<\/p>\n<p>Have you considered reaching out to some of the non-profits in the city who serve these tenants as well? Possibly building a partnership with them and looking at their service model. I\u2019ve found in my work it helps to utilize coalitions with other agencies in the same field.
