Using Audio Clips to Communicate
Anchor.Fm
I first installed the anchor app, thinking it would be a recording app that would save audio files to my phone/ipad. I did not realize that they hosted all recordings on their server, and that anything recorded on my “station” is actually part of their intellectual property rights. Much like Facebook has the right to use any photos that you host on their network, Anchor.fm has the rights to any audio created through their software.
By submitting User Content through the Services, you hereby do and shall grant us a worldwide, non-exclusive, perpetual, irrevocable, royalty-free, fully paid, sublicensable and transferable license to use, edit, modify (including the right to create derivative works of), aggregate, reproduce, distribute, prepare derivative works of, display, perform, and otherwise fully exploit the User Content in connection with the operation of the the Services, the promotion, advertising or marketing of the Services, or any other purposes. You agree that this license includes the right for Anchor to provide, promote, and improve the Services and to make User Content submitted to or through the Services available to other companies, organizations or individuals who partner with Anchor for the syndication, broadcast, distribution or publication of such User Content on other media and services, subject to our terms and conditions for such User Content use. Such additional uses by Anchor, or other companies, organizations or individuals who partner with Anchor, may be made with no compensation paid to you with respect to the User Content that you submit, post, transmit or otherwise make available through the Services. Such license shall survive the termination of your Account or the Services.

SoundCloud
SoundCloud is just an audio hosting service, I could not find any audio recording software through their iOS app or their website.
Garage Band
I have used GarageBand to create audio files in the past. It is an easy to use program with a lot of editing options, however, it does not host information to a server, so you are left with a media file that you will need to host on a site like SoundCloud in order to publish it.
